The White House released its Housing Development Toolkit, a guide designed to help local municipalities struggling with the pervasive crisis of affordable middle and lower income housing options in our cities.
The toolkit established a few key guidelines to remove the barriers to development and encourage smart building in our cities:
- Establish by-right development, not subject to discretionary review processes prior to approval
- Tax vacant land or donate it to non-profit developers
- streamline or shorten permitting processes and timelines
- eliminate off-street parking requirements
- enact high-density and multifamily zoning
- allow accessory dwelling units
- establish density bonuses
- employ inclusionary zoning
- establish development tax or value capture incentives
