The White House released its Housing Development Toolkit, a guide designed to help local municipalities struggling with the pervasive crisis of affordable middle and lower income housing options in our cities.

The toolkit established a few key guidelines to remove the barriers to development and encourage smart building in our cities:

  1. Establish by-right development, not subject to discretionary review processes prior to approval
  2. Tax vacant land or donate it to non-profit developers
  3. streamline or shorten permitting processes and timelines
  4. eliminate off-street parking requirements
  5. enact high-density and multifamily zoning
  6. allow accessory dwelling units
  7. establish density bonuses
  8. employ inclusionary zoning
  9. establish development tax or value capture incentives
